This appears to be a typical large sack containing a few stones.
A bag of beans appears to be an ordinary large sack. If the sack is picked up and carried for 5 consecutive rounds, the possessor will note that it weighs 15-lbs. Before this, it weighs as much as a typical sack (2-lbs.).
When picked up by a creature, the sack will appear to have 3d4 small stones of a generic kind. A sack not held by a creature appears to be empty.
These "stones" are actually magical beans.
If the beans are simply dumped from the bag, any creature in a 10-ft. radius must make a save for each bean as they each explode: All in the area must make a Dexterity save vs. Breath or take 5d4 fire damage (save for half). A save must be made separately for each bean and damage is rolled separately for each. Beans cannot be dumped from the sack unless a creature is holding the sack and unless the creature possesses supernaturally long limbs, the possessor will find themselves in the radius of the blast.
Otherwise, a creature can reach into the bag and grasp one bean/stone. Only one may be grasped and removed per round, the other beans will slip through fingers or other digits. If anything other than a creature's limb (attached to the one hold the sack) if thrust into the bag, no bean can be extracted (all attempts fail even if magic is used).
Once a bean is removed from the sack, the one holding the bean must "plant it" within 2 rounds or it will become mundane (useless). To plant a bean, it must be placed in soil and then water poured over it.
Plant Bean [complex] If the possessor of the bag of beans declares its use, they can retrieve a bean, bend and place it in soil, and use a readied watering device (e.g. water skin) to squirt water on it. No movement is possible so the possessor must be standing in an area with soil in order to plant it. Once this is done, something will appear at the end of the next round. The exact thing that appears is up to the GM but the following is suggested:
If a duration is not noted, the effect (or creature) is around permanently. All creatures are considered summoned.
Turning a magical bag inside out does nothing (the extradimensional area remains around the hole in the bag).
If the bag is destroyed anything within is lost.
