This can happen in non-combat scenarios as well as just before combat begins. In combat situations, reaction checks occur during Fast Actions.

If meaning can be gotten across, and the GM determines a creature is open to discourse, an encounter reaction check may be rolled to determine initial attitude. This can occur at the beginning of the round before any actions have been taken. If the reaction is not immediately obvious, a delay must be taken by those with HIGH initiative to gauge reaction. Creatures can parley after the first round, although this is typically only done if one side has lost morale.
Many hold a preconceived bias with regard to creatures of other races. These factors play into initial encounter reaction as well as loyalty situations. See the section on Non-player Characters for more details on determining initial and ongoing loyalty.
P (Preferred). The two races prefer working together (typically reserved for members of the same race/tribe).
G (Good will). There is a state of good will between the races.
T (Tolerance). The race is viewed as acceptable (or at least tolerated).
N (Neutral). The race is viewed with some suspicion.
A (Antipathy). The race is seen negatively and is best avoided.
H (Hatred). Strong hatred is held for the race and hostile behavior is very possible.
