This horn appears to be one of the other magical horns. However, it is cursed.
This horn will appear as one of the other magical horns (d%): (01-20) horn of blasting; (21-40) horn of collasping; (41-60) horn of the tritons; (61-80) horn of valhalla; (81-00) a unique magical horn (per the GM). Thus the horn has the physical and magical appearance of the horn indicated (including aura strength and schools pertaining to detect magic effects and attributes discovered using spells or effects such as identify).
If the horn is sounded, the curse takes effect on the sounder (no save).
Curse of Blinding Bubbles. Any creature that sounds the horn will be subject to this curse (and thus, if the horn is passed around, multiple creatures could come under the effects of the curse). Unlike other cursed items, the horn does not make any who sound it a host. The curse will manifest the next time the cursed individual enters a true combat situation (per the GM). Those under the effects of this curse will be surrounded by a froth of tiny bubbles that cover their body including their head. The bubbles will blind the individual and cannot be removed by any means for 2d10 rounds. The GM may bestow further effects due to the bubbles depending on circumstances (e.g. bonuses to saves versus fire attacks, penalties to climbing, etc.).
A remove curse cast on the horn is ineffective and the curse can only be removed from an individual once the bubbles effect has begun. Destroying the horn will not break the curse on any individual.
