This ship wasn't given the best of 2370, as I thought like the Ambassador Class, it would still be lagging some technologically, but it DOES have somewhat improved shields, Phasers from the Paladin-Class Scout/Destroyer, and two additional arrays of FH-10s. Great for battling Tholians, Cardassians, Talarians and Tzenkethi.

For this one, I gave it the Long Lance Ion Torpedo it was Supposed to have, deleted the old Plasma Torpedo part (dunno where they got the idea of Starfleet using Plasma Torpedoes in TNG), gave it a minor Warp Engine Change, making it more efficient, and upgraded the Phasers and Shields, so now it's no longer mediocre, but I guess it still doesn't have a fantastic lot going for it.
At one point, I redid the Paine, to see n=how the not-goofed, completely inaccurate ship would be, and I'll probably put it up someday, but otherwise, I completely scrapped it. The New Orleans, Steamrunner, Springfield and others are already good for the Frigate role anyway.
