Finch Class IV Scout

History-

The Klingon-Romulan Tech Exchange occurred in three distinct phases, the first being in the summer of 2267, when the Treaty of Smarba was signed, and the Klingons sold and traded some of their D-7 Class Battlecruisers, along with some F-5s, Scouts, Gunboats, Freighters and Transports, which the Romulans imediately refitted, studied to help improve their understanding of latest technology, and have the Star Navy catch up to the 0Xs and 0Xl powers in the galaxy. 2 years later, in 2269, the Romulans began the Third-Generation Hulls, and although it would take around 6 years before they regularly fielded decent-size 0Xl and 1X hulls of all new design, they had a few designs completed and undergoing testing, and gave plans, and four of their new S-11 Vas Hatham Scout Ships to the Klingons, giving them an understanding of Cloaking Devices in the process.

The third one, done when the Kliingon-Romulan Alliance was faltering, with suspicious incidents involving violating each others'borders, and spying, to encourage each other to destroy the Federation, and to strengthen the Alliance, some more, routine, explanations of each others'technology and development of the V-22 and S-17 Classes together in the 2280s was done, and they were both dubious, only sometimes useful vessels that were more like curiosities and secondary priority starships, case in point, the Finch, designed by the Romulans to be a further compacted scout and escort able to land and conduct stealth missions.

The Klingon version of the Vessel, the K-39, completed in 2286, was a terrible vessel, with low engine power, quite short-ranged weapons, and due to the Power Requirements being far more than the ship's entire power supply, the K-39 did not have a cloak. It wasn't terribly good at scouting missions either, and often functioned as a secondary gunboat or an additional muscle for Personal House Arsenals. The S-17, launched in 2287, was somewhat more successful, although it didn't have much more power, and minimally less shielding, it had a more durable hull and much stronger weapons, and with a Cloaking Device, they actually performed well as both Scout Ships and Escorts, thus being viewed affectionately by their Romulan Crews. Both classes were used fairly heavily in secondary roles, with 20 K-39s and 35 D-17s built, and they failed to halt the growing distrust and numerous treaties and Klingon-Romulan Attacks and economical/posturing moves that shattered the Alliance in 2292. The ships themselves were retired in 2380.
