Along with the B-1, B-5, B-6, B-10 and L-13 Projects, this nasty, Megalodon-esque ship, it's cumbersome name translating to "Leviathan", was part of a Manic Frenzy in the Klingon Imperial Navy to design the first Battleships to easily overpower the "Queens of Starfleet", the Constitution-Class, and the Mobile Command Platforms and Strategic Coordinators, the Federation-Class, and to have the biggest Power Projection Platforms in all of space. Making use of the Klolode Shipyard's classic Phaser-Disruptor-Drone Weapon Scheme proven so successful on the D-7B, F-5A and others, as well as add a low-accuracy, but damaging Plasma Weapon traded from the Romulans, the B-7 was a highly classified project, so classified, in fact, that the prototype was constructed in various locations on a non-aligned planet's surface, including under it's sea, and the other two were built in hollowed-out asteroids in thick patches of Nebulae.

Three were completed in total, and unlike the L-13A, which was cumbersome, and doing no better than a Cruiser or Frigate, or the B-5 and B-6, which were simply slightly upgunned Cruisers, the B-7 was a truly gunheavy, yet nimble ship, becoming the Empire's first Fast Battleship (BBF), using it's firepower and giant size to decimate Cruisers and Frigates whole, the vessels often being escorted by 2-6 smaller vessels on many successful conquering missions and fleet actions, when the disappearence of the Organians and the General, ISC and Andromedan Wars meant that the Klingons, with a big fleet buildup and development of new "Strong Individual" designs, would again have the opportunity to Crush and Conquer.
