The Chief Astropath is a sharp information broker and artifact collector with a manic urge to scry on important people

The ship has no working voxes into either the Astrogation, Navigation, Astropathy, or Cartifex sections. Instead a series of brass pipes they can yell day to day orders into with relay stations interspersed throughout. The position of Relay Speaker has become a fiercely religious position, only passed on to the best candidate after years of tutelage, and are seen as a type of prophet by the affected crew. After all, they are almost literally the Voice of the Captain, who is in turn the Voice of the Emperor on the ship, thus they speak with the voice of God. Between endpoints they speak in a heavily coded, extremely compact, almost indecipherable private language, only translating back into Gothic at the endpoints. In some situations this may be +/- 10% on commands, depending on the GM call. All astropathic relays are hand-carried to the captain.
