Understand the three main aspects of Taiwan's ocean policy: maritime legislation, marine administration, and marine enforcement, while grasping the overall framework of the country's marine policy.
Comprehend the application of public policy in maritime affairs.

Outline: In 2018, Taiwan established the Ocean Affairs Council to coordinate and promote various marine policies, highlighting the importance of ocean policy and marking a new milestone in Taiwan's marine management. Important regulations and guidelines have been developed in response, such as the formulation of the Ocean Basic Act and the publication of the National Ocean Policy White Paper. Beyond domestic system reforms, after the adoption of the United Nations Fish Stocks Agreement in 1995, Taiwan has been included in the international fisheries legal framework as a "fishing entity." Since then, our marine environmental laws and policies have been closely aligned with international laws and policies, making Taiwan's marine policy highly dependent on international legal trends.
This course will discuss Taiwan's marine policy system and its key documents and decisions related to international marine policy. We will explore the three major aspects of Taiwan's marine administration, legislation, and enforcement, while engaging students in discussions on how Taiwan's marine policy should address surrounding marine issues and challenges. Through lectures and student presentations, we aim to provide an overview of Taiwan's marine policy, analyze current issues, and develop perspectives on contemporary topics. We hope this course will cultivate professionals with expertise in marine affairs and promote the development of Taiwan's marine matters.
Teaching Method: The course will primarily consist of lectures, supplemented by discussions.
