Reach out to the sender for more details incase there was not enough details regarding the violation to have a better understanding.
Call the driver to investigation of what exactly took place
The Incident can be further validated by the presence of evidence like audio or call recordings or videos

Depending on the driver's history take one of the below actions

Call the driver and educate him coach him that it is not acceptable to refuse to work on an order for no valid reason, as this is his duty
