File a complaint with the full details
If the customer wants to book right away, inform the customer that he/she can pay the negative amount to be able to book, and you have created an internal request to refund the amount.
If the customer refuses, inform the customer that you will raise a complaint and make sure to mark the ticket priority as urgent with a clear comment that the customer needs to book.
