Before attempting a COBie export you need to know what it is you are exporting, and Revit needs to contain the information you will be exporting.
COBie SETUP
There are a number of questions whoever is asking for COBie need to provide answers to before an export should be attempted.
These include:
US or UK COBie standards?
Is Revit element ID acceptable, or is GUID required?
Classification system to be used:
Omniclass (Omniclass Table 23 - Products)
Uniformat (Omniclass Table 21 - Elements)
other (will require manual input to EVERY element in Revit)
Naming method for COBie space, either of:
Number
Name
Number_Name
append 'Arch' to name.
Spaces in Zones:
All spaces in one row (comma separated)
Each space listed in its own row.
COBie System (this should NOT apply to architect's COBie export).
System Name
System Name_System Classification
append element ID
Components in System (this should NOT apply to architect's COBie export)
All components in one row (comma separated)
Each component listed in its own row.
Export components that are part of each system.

Revit Parameters (COBie 'attributes') to be be included.

Required data must exist in Revit for an export to work. What this data is will depend on what is requested, but as a minimum:
Omniclass Number
Assembly Code

Each element exported requires a contact, so a list of relevant contacts will have to be put into Revit (via the COBie addin).
