Alright, after much deliberation, I've got a working version of Remilia and Flandre Scarlet.
So, I initially intended to get a basic outline of Remilia down, in order to see what a Touhou vampire might be like, and I ended up just making the whole character. She also ended up being more powerful than expected; while she has some clear weaknesses that can't be accounted for by CR, she just has a lot of raw power. Enough raw power to make her CR 26, apparently.
Anyhow, it ended up being enough that I felt comfortable using that template, and just adding about two abilities to both Remilia and Flandre to differentiate them.
Remilia is a bit of a straight-up fighter, able to put out a lot of damage, and take it as well. Flandre is pretty similar. The differences are that Remilia has a strong ranged attack in her Gungnir, while Flandre can split into four, and destroy even the most durable creatures.
