Yuuka Kazami

"Genocide is just another game."

Shunned and feared by Humans and even other Youkai, Yuuka Kazami is the Flower Master, or sometimes called the Youkai of Flowers. She possesses control over flowers, allowing her to turn them to face different directions, or cause them to bloom, even out of season or during the night. Her residence, the Garden of the Sun, is home to vast fields of sunflowers, golden hills that follow the light of the sun.

Despite her seemingly innocuous powers, Yuuka is widely regarded as one of the fiercest of Youkai, not only in terms of power, but in the aura of aggression and menace she exudes wherever she goes. Yuuka loves to fight, and to bully or tease those around her mercilessly. Those who rise to her baiting had best be prepared, because she takes a sadistic glee in tormenting those who are weaker than her, and a savage delight in fighting those who would claim to be her better - not even Gods are exempt from her challenges.

It is, however, true that there are rumours regarding her personality - that she is simply misunderstood, or that she deeply cares for those close to her. It is also said that words regarding her cruelty are exaggerated, and that she's not really any worse than any other Youkai. Whatever the case, few would dare to test her - for the most prominent rumours are those saying that the sunflowers are watching you, that the hill they grow on is made from the corpses of Humans, and that those who wander too closely to the Garden of the Sun are never seen again, and finally, that those who would dare to harm one of the myriad flowers under her care are subjected to a fate far worse than a simple death.

Features:

Brutalize: Not many survive a close encounter with the Youkai of Flowers, and it is said that she takes a sadistic delight in the screams of her prey - and the terror it sows. Whenever Yuuka reduces a creature to 0 HP, all creatures of her choice within 120 ft. that can see or hear her must make a DC 22 Wisdom saving throw or become frightened for 30 seconds.

She may also use a bonus action to dismember a creature within 5 ft. of her when she reduces it to 0 HP, or when she is within 5 ft. of an unconscious creature. This instantly kills that creature in a suitably messy fashion, and forces the above Wisdom saving throw to be made with disadvantage.

Hunt the Weak: Yuuka has an uncanny sense for finding those who would try to cleverly hide from her. Yuuka has advantage on perception and survival tests to find creatures of CR 12 or below, players of level 16 or below, and frightened creatures.

Flower Master: Yuuka is the embodiment of flowers, and has an implicit understanding of them. Yuuka can communicate with flowers, allowing her to receive information about them and their surroundings. She can do this telepathically from a range of 300 ft., or verbally.

She is aware of all flowers within 300 ft. of herself.

She can cause flowers to grow at an unnatural rate.

She can make plants create and remove difficult terrain caused by their presence.

She is unaffected by difficult terrain caused by plant growth, whether magical or non-magical.

Innate Spellcasting: A powerful Youkai with powerful magic, magical defenses only serve to slow her down. Yuuka can cast dispel magic as an 8th level spell at will.

Legendary Resistance (5/day): Her advance, while slow, is all but unstoppable. If Yuuka fails a saving throw, she may choose to succeed instead.

Limited Magic Immunity: An ancient being, lesser magic is beneath her concern. Yuuka can choose to remain unaffected by spells of 5th level or below.

She also has advantage on saving throws against spells and magical effects.

Methodical Pace: Yuuka is slow like nature, and she does not rush. This is little consolation to those she hunts, who are merely afforded time to realise their inevitable fate. Yuuka cannot willingly take the dash action. She cannot be surprised.

Regeneration: Nature is eternal and powerful, and death only leads to new life. At the beginning of each of Yuuka's turns, she recovers 40 HP. If she is under direct sunlight, she recovers an additional 20 HP.

If Yuuka is killed, if any part of her body remains, she can revive herself after a week. If her body is exposed to water, sunlight and soil or other nutrients, this process takes only three days instead.

Actions:

Multiattack: Yuuka makes three attacks with her Parasol.

Parasol: Yuuka strikes with her lily-white parasol. Melee weapon attack. +16 to hit, 4d8+7 magical bludgeoning damage. Yuuka may attempt to shove a creature hit by this attack. A hit against a prone target counts as a critical hit.

Dual Spark (Recharge 5-6): With a point of her parasol, a bright light bursts forth, annihilating those in its path. Yuuka fires two beams, each one extending 600 ft. from Yuuka and are 20 ft. wide and high. Each creature within either of these areas must make a DC 22 Dexterity saving throw. A creature that fails suffers 18d6+36 force damage. A creature that passes instead takes half as much damage.

If a creature is within both beams, they have disadvantage on both saving throws.

Duplicate: Through some unknown magic, Yuuka is able to create a copy of herself, fully functional and just as dangerous. Yuuka creates a copy of herself. When created, this copy is treated as a new creature that Yuuka controls. Yuuka may only have two of herself at a time. Creating a third Yuuka dismisses either of the first two. Yuuka continues to exist in all bodies created this way, in the event one is killed. Yuuka may choose which bodies to regenerate from if she dies, but may only choose up to two.

Reactions:

Restrain: While cunning movement may evade her strikes, Yuuka is still prepared to catch those who run. When a creature attempts to leave Yuuka's reach, she may attempt to grapple the creature.

Legendary Actions (5 uses):

Flower Transport: Those who enter the Garden of the Sun often feel like the flowers there are watching them. Yuuka teleports to a flower within 60 ft. of herself that she is aware of.

Frightful Presence: Such is Yuuka's reputation that a cruel laugh or a mere few words are enough to send even brave warriors running. Each creature of Yuuka's choice that is within 120 ft. of her and aware of her must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute.

A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

If a creature's saving throw is successful or the effect ends for it, the creature is immune to Yuuka's Frightful Presence for the next 24 hours.

Master Spark (Recharge 3-6, costs 2 actions): With a point of her parasol, she destroys all that oppose her. Yuuka fires a beam, extending 600 ft. from her and 30 ft. high and wide. Each creature within the area must make a DC 22 Dexterity saving throw. A creature that fails takes 20d6+60 force damage. A creature that passes takes half as much damage.

Yuuka rolls to recharge Master Spark immediately after using it.

Reprimand: Yuuka beats her enemies down with relentless strikes. Yuuka makes two Parasol attacks.
