Hostile NPCs and Monsters

A shorter little post here.

I'm a little unsure of whether to make certain NPCs be more like player characters, or like monsters.

Most characters will be treated like monsters, but there's a few that I might want to work as PCs. These are mostly just characters who use weapons; I sort of feel like the weapons should deal the same amount of damage as they do when a player wields them.

Take Sakuya or Youmu for example. Sakuya has knives, and Youmu has swords, and it would feel weird to have either of those weapons dealing the 2d8 damage that would be more on par with the damage expected of them, particularly since they mostly deal damage using these weapons.

The other option would be to have them get extra atacks, but that feels a little clunky. It's a bit of a waste of time to have Sakuya make six or so attacks that deal 1d4 damage, and having her make three that deal more damage would be simpler.

Perhaps I'll have them deal twice as much damage as the weapon. Then again, 2d4 is still too little damage. I think that 2d8 damage is more proper, and I can characterize them further with their abilities.
