MINUTES OF THE NOVEMBER 16, 2022 MEETING OF THE

BROOKRIDGE CONDOMINIUM AND HOMEOWNERS' ASSOCIATION

The November 16, 2022 meeting of the Brookridge Condominium and Homeowners' Board of Directors was held at Monica Teuscher’s house Present at the meeting were: Paul Spindel, President; Monica Teuscher, Vice President; Leslie Molinoff, Secretary; Paul Roberts, Treasurer, and Ann Gittelman, Member at Large - all of whom are Directors constituting a quorum.

Also present was Joe Badolato, Brookridge’s new Property Manager.

Paul Spindel acted as Chair of the meeting and Leslie Molinoff took the minutes.

CALL TO ORDER AT 5:30 PM.

Treasurer’s Report – Paul Roberts: Cash balances as of 10/31/2022:

NCB Operating Account - $26,319

NCB Reserve Account - $178,708

Signature Bank MM Account (1893) - $114,477

Signature Securities Brokerage Account (6703) - $392,231

(Note: $400,000 T-Bills matures May 2023) ========

Total cash - $711,735

We are running a small surplus of about $5,000.

Tax Grievance Report – Leslie Molinoff: AT LONG LAST, PROGRESS!!!

A settlement conference with the City of New Rochelle was held on November 17th at which time NR finally acknowledged that we became a condo in 2018. The basis for our newly calculated tax assessment will be the rental value of our 42- unit condo. We have the 2018 assessed rental value which was prepared by our appraiser and our attorney is now working with him to determine the lowest rental value for the subsequent years that they think the City will accept. Those yearly values will determine how much lesser our taxes would have been and what refund are we due, which will be the substance of on-going negotiations with the City. The appraised rental value of our units will determine each individual unit owner’s tax assessment going forward. Those assessments will be locked in for 2022, 2023, 2024 and 2025. A second settlement conference is scheduled for Dec. 15th. We will report any progress to the community at that time.

Landscaping – Monica Teuscher: Tree and shrub trimming outside the perimeter of the community will commence shortly and inside the perimeter will follow thereafter in January.



Gutters will be cleaned the end of November, beginning of December.

Speed Bumps have been lifted

Painting Project Now Completed: The exterior painting project is now complete. Thank you to all residents for your cooperation and patience during this process. (And A HUGE SHOUT-OUT TO ANN GITTELMAN for taking on the project management and doing an EXCELLENT job.)

Pool Deck Repairs or Replacement

Reminder Re New Web Page For Emergency Contact Information: A new web page has been created on our web site to store a list of emergency numbers for residents.

For example, if you are not available and an emergency arises at your unit, who should we call? Or, if you are home and wind up in an emergency situation that we become aware of but you are unable to give us a contact name and number, we can check the web page.

That page can be located by going to the web site (https://sites.google.com/site/brookridgehoa/Home), looking at the column on the left and clicking on “Emergency Contacts.” If you would like to add a number to the list, please use the Brookridge e-mail and send us your name and emergency contact name and number.

Ongoing Reminders:



1. Parking in the circles is not permitted because fire trucks and sanitation trucks cannot get by.

2. Dog poop remains an issue, especially in the lower circle, where our concerts are held. Please pick up after your dog and dispose the waste in your own garbage, NOT the community receptacles at the pool and tennis court.

The next Board meeting will be held on January 11th, 2023 at Ann Gittelman’s house.

There being no further business before the Board, upon motion made and duly seconded, the meeting was adjourned at 6:30 P.M.
