MINUTES OF A MEETING OF THE

BOARD OF DIRECTORS OF THE BROOKRIDGE HOA, INC.

Call to order at 7:39 PM.

A meeting of the Board of Directors of Brookridge Homeowners Association, Inc. (“HOA”) was held on May 8, 2018 at the home of Barbara Schiff (Unit 8). Present at the meeting were: Carole Princer Levy, Paul Spindel, Monica Teuscher, Barbara Schiff and Jeff Adler - all of whom are Directors constituting a quorum. Also present was Tom Pallman from Stillman Management.

Carole Princer Levy acted as Chair of the meeting. Jeff Adler acted as Secretary.

Viktor Lekocaj (Unit 16) discussed some issues directly with the Board. He was present at the beginning of this meeting.

Mr. Lekocaj wants to paint his unit (he is a contractor/builder) but have the Board provide paint. Viktor will provide labor at no cost. (His Unit is not included in our touch-up contract with CertaPro due to past arrears issues.) He also would like to use one guest parking spot for the coming year. The Board agreed to these requests provided payment for parking is made in advance and he continues to remain current with other charges. Viktor also suggested that the Board install a public bathroom and stand-up shower next to the pool. The Board invited Mr. Lekocaj to present this proposal to the entire membership at the annual meeting on June 12th.

Viktor left the meeting at 8:15 PM.

Regular Board Business:

Minutes of the April Board meeting have been approved and posted.

Paul Spindel, Treasurer, reported on the bank balances as of April 30, 2018.

The operating account balance was $ 36,642.00

The capital reserve account was $214,853.00

CDs from capital reserve account $252,094.00

Total in Reserve: $466,947.00

Paul reported that the HOA is currently projecting a small end of year surplus of approximately $2,000.00. Higher costs for snow and tree removal this winter are offset by a decrease in the tree maintenance and money savings on water bills. Not included in our budget is the cost of CertaPro's touch up contract. This omission will reduce funds available for spring planting/landscaping.

Arrears report:

(A). Unit # 6: This Unit is $26,624.65 in arrears. Wells Fargo Bank holds the mortgage on this property and has been slow to start foreclosure proceedings. New Rochelle reports that it will begin condemnation procedures next year.

The Board also discussed:

Light Pole repairs (near Units 15, 19 & 23) by Pace Electric are completed.

The Board approved a $2,365.00 proposal from A&T Iron Works to install storm drain safety bars.

The Board continues to explore the repair of the front gate. Tom and Paul are meeting with Westchester Gate on May 10th. Following this meeting a decision will be made as to how best to proceed. The Board previously approved $2,598.00 to replace the keypad at the front gate

The Board approved a proposal from CertaPro to paint permanent yellow Pickleball lines on the tennis court. These lines will take 3 days to dry. The tennis court can’t be used during that time. The cost of painting will be $750.00 for labor and material.

The Board previously approved a CertaPro proposal to come to our complex in June for painting “touch-ups”. Our agreement does not include repair work of any wood structure. Individual unit owners must approve and pay the cost of any wood repair. Homeowners should contact Tom at Stillman Management for any work they think is needed.

JP McHale Spray Care Program has been retained for 3 years. This includes spring through fall insect and disease control. The total cost of this contract is $4,551.75 for 2017, 2018 & 2019. McHale will use Central Organic Products for insect control.

The pool will open for the season on May 19th. We still need volunteers to serve on the Pool Committee. All interested please contact Paul Spindel. Community members are reminded that there is limited space at the pool. All parties should be considerate and follow pool rules.

A request for a basketball hoop to be placed on the tennis court was made by two community members. This request will discussed at the annual meeting.

HOA to Condo conversion is complete. We are now waiting for the New Rochelle tax assessor to calculate our 2018-19 property tax, Worse case scenario: Brookridge will have to “grieve” our tax status and reap the tax benefits retroactively. Our attorney, Mr. Elefante will speak at our June 12th annual meeting.

The annual community meeting will be held June 12th at the JCC (Westchester Jewish Community Center) on Wilmont Road at 7:30 PM. Unit owners are urged to save the date.

There being no further business before the Board, upon motion made and duly seconded the meeting was adjourned at 9:16 PM.
