MINUTES OF THE MARCH 15, 2023 MEETING OF THE

BROOKRIDGE CONDOMINIUM AND HOMEOWNERS' ASSOCIATION

The March 15, 2023 meeting of the Brookridge Condominium and Homeowners' Board of Directors was held at Ann Gittelman’s house. Present at the meeting were: Paul Spindel, President; Monica Teuscher, Vice President; Leslie Molinoff, Secretary; Paul Roberts, Treasurer, and Ann Gittelman, Member at Large - all of whom are Directors constituting a quorum.

 

Also present Michael Leonard, Assistant Property Manager.

 

Paul Spindel acted as Chair of the meeting and Leslie Molinoff took the minutes.

 

CALL TO ORDER AT 5:30 PM.

 

Treasurer’s Report – Paul Roberts: Cash balances as of 2/28/2023:

We have been in close contact with Signature Bank and have had assurances that they are not in jeopardy of closing and that all accounts, including those with balances above $250,000 are being guaranteed by the FDIC.  We are, however, exploring other options for placement of the proceeds from the T-Bills that are maturing a little later in the year.

Tax Grievance Report – Leslie Molinoff:  A report went out to the community on March 12th.  If you did not receive it, please email Brookridge and you will be sent another copy.   Here is a quick summary:  We have reached a very favorable settlement with the City of New Rochelle which will result in approximately $500,000 in net refunds to us and a corrected aggregate assessment for 2022 representing a reduction in assessed value of approximately 28%.  That reduction in assessment will be “frozen” through 2024.  The City has indicated that the Assessor will make the corrections for the 2023 assessment roll, which will be published on June 1st. Provided this occurs, everyone will begin to realize the tax benefit of lower tax bills when the 23/24 school tax bills are issued later this year.

The refunds will not be disbursed for at least 7-9 months. The reduction of each of the assessments for the 42 units and the distribution of the refunds made to each unit owner will be based on the taxes paid and the appraisers rental value for each unit. Therefore, the reduced assessments will reflect the corrected apportionment of the new assessed values. 

Landscaping and Other Common Area Projects – Monica Teuscher:

 

The new mailboxes, which have now been installed (and the old ones taken away), are USPS regulation boxes. The Board had no discretion as to the size of the boxes and the number of parcel boxes in each cluster, only the aesthetics.

 

Our regular mailman, John, has indicated that he intends to continue to deliver to our doors, all packages that won’t fit in one of the parcel boxes and will advise any substitute mail person to do the same.

 

We have installed a red flag on the cluster nearest the Gazebo.  The mailman will put the flag up when he delivers the mail and the flag will be put down AFTER 6 PM by whomever passes by.  Several of our dog-walking residents have volunteered to do this.

 

Ron Vitti will “dry patch” the pothole on the entrance drive as soon as he can.

 

Estimates for the installation of new entrance lights are being gathered.

 

The Board continues to research replacement garage doors and will be discussing this in more detail at the annual meeting.

 

THE DOG POOP ISSUE STILL PLAGUES BROOKRIDGE AND SEEMS TO BE GETTING WORSE!  YOU MUST CLEAN UP AFTER YOUR DOG(S) AND DEPOSIT ALL WASTE IN YOUR OWN GARBAGE RECEPTICLE AND PLEASE ADVISE YOUR GUESTS WITH DOGS TO DO THE SAME.    

 

Tennis Court/Pickleball Court Sign-Up Sheet

 

As the weather gets warmer, there will be more and more demand for time on the tennis/pickle court.  Please remember that sign-ups are on a first-come, first-serve basis and are limited to one-hour time-slots, not to commence before 8 A.M. or after 7 P.M. 

 

The next Board meeting will be held on May 10th at Paul Spindel’s house. The date and place for this year’s annual meeting will be announced shortly.

 

There being no further business before the Board, upon motion made and duly seconded, the meeting was adjourned at 6:19 P.M.
