MINUTES OF A MEETING OF THE

BOARD OF DIRECTORS OF THE BROOKRIDGE HOA, INC.

Call to order at 7:38 PM.

A meeting of the Board of Directors of Brookridge Homeowners Association, Inc. (“HOA”) was held on July 10, 2018 at the home of Carole Princer Levy (Unit 54). Present at the meeting were: Carole Princer Levy, Paul Spindel, Monica Teuscher, Barbara Schiff and Jeff Adler - all of whom are Directors constituting a quorum. Also present was Leslie Molinoff from the Condo Conversion sub-committee.

Carole Princer Levy acted as Chair of the meeting. Jeff Adler acted as Secretary.

Condominium Conversion report:

Leslie reports that all authorizations have been signed by homeowners (except for 1 Unit). These authorizations were given to Tom Pallman to be eventually presented to Bill Sultzer. Esq. for the property tax grievance process.

We have still not received the “No Action” letter from NY State Attorney General’s office. This leaves the situation of the Condo conversion in an unsettled condition since NY State seems unresponsive despite contacts from Mr. Elefante’s office with the AG’s office on June 6th and July 10th

After further discussion the Board will send a letter to Mr. Elefante to determine what actions he intends to take to move NY State on the “No Action” letter.

Regular Board Business:

Minutes of the June Annual Meeting and June auxiliary Board meeting have been approved and posted.

Paul Spindel, Treasurer, reported on the bank balances as of July 10, 2018.

The operating account balance was $ 30,051.00

The capital reserve account was $219,372.00

CDs from capital reserve account $252,307.00

Total in Reserve: $491,730.00

Paul reported that the HOA is still currently running a small surplus (approximately $4,000.00). This will be consumed by payments to CertaPro, increased water costs (Suez has recently charged the HOA an additional $10,000.00 for underbilling over the past 18 months) and costs to remove additional dead trees. The Board may have to raise Common Fees for 2019 to cover projected costs if overruns continue.

Arrears report:

(A). Unit # 6: This Unit is $27,994.65 in arrears as of July 10, 2018. Wells Fargo Bank holds the mortgage on this property but hasn’t begun foreclosure. The City of New Rochelle reports it will start condemnation proceedings in 2019.

(B). Members are reminded that if common charges are in arrears they will lose their pool and tennis court privileges as well as snow removal.

The Board also discussed:

(1). Light Pole repair (near Units 15, 19 & 23) by Pace Electric is completed. One other light needs repair near guest parking to the left of the gazebo.

(2). Sewer storm drain safety bar installation has been completed by A & T Iron Works. A sewer storm drain needs repair from water damage opposite Unit 16.

(3). A new gate pad will be installed at the front entrance gate on July 12th.

NOTE: Visitors who used the common gate codes 1234 or 4080 must now enter # before the code. #1234 or #4080

(4). CertaPro finished painting permanent yellow Pickleball lines on the tennis court.

(5). The Board previously approved a CertaPro proposal to come to our complex in July for painting “touch-ups”. This activity began on July 10th.

(6). Pool issues with Renda Pool (a dispute over increases in pool care costs). The Board will explore alternative companies to take over care of our pool for next Summer.

(7). Unit #15 has a basketball hoop placed at the edge of this Unit’s driveway necessitating children playing in the street. This raises a number of safety issues. A request to [PS1] the owner of this unit to move the basketball hoop up into their driveway to alleviate safety concerns will be made.

(8). A “loss acknowledgement letter- incident report” from May 15th from Ms. Annetta Charles who tripped while walking over a speed bump near Unit 16. No claim has been filed against the HOA.

New Business:

(1). Homeowners are reminded that the pool is a smoke-free area and this includes e-cigarettes.

(2). The pool house is not a storage area and all floatation devices kept in the pool house overnight will be deflated and thrown out

(3). Parking around to upper and lower circles is getting “out of control”. This is dangerous since these cars would interfere with fire trucks, garbage trucks and repair vehicles. Parking around the circles is prohibited. Please remind your guests and contractors of this circle parking prohibition and have them use the guest parking area.

There being no further business before the Board, upon motion made and duly seconded the meeting was adjourned at 8:41 PM.

The next Board meeting is scheduled for Tuesday August 21st at Monica Teuscher’s (Unit 43) at 7:30 PM.
