Minutes of the HOA Board of Directors Meeting

Present: Carole Princer Levy, Carolyn Levy, Paul Spindel, Enrique Teuscher, Herb Meyers. Also present: Mary Smart and Irving Fletcher (unit #49) and Tom Pallman of Stillman Management.

The meeting was held at the home of Paul Spindel. Board President Carole Princer Levy called the meeting to order at 7:30 PM.

The following issues were discussed:

Minutes: The minutes of the Board of Directors meeting of July 12, 2010, were unanimously approved.

Budget: The HOA budget and financial report was reviewed. The closing accounts as of July 31, 2010, were as follows:

Cash account: $25,491.58

Capital account: $211,124.59

Arrangements regarding maintenance payments by two Homeowners who are in arrears are continuing.

Sprinkler system: Mr. Fletcher brought to the Board’s attention several floods in the basement of unit #49, attributed to malfunctioning of the Brookridge sprinkler system. A lengthy discussion ensued about various alternatives to solving this

problem. The system, originally installed when the Brookridge units were built has been modified several times to correct specific problems. Up-to-date schematics of the location of various sprinkler lines, their electric connections, as well as records regarding the locations of sprinkler heads, timing and backflow have not been kept. Aside from having various functional problems, it is felt

that the current system lacks a sufficient number of heads and sprinkler zones.

To explore the current condition of the sprinkler system, Irv Fletcher and Enrique Teuscher volunteered to investigate the system, in coordination with landscaper Ron Vitti, to recommend alternatives for improvements or, if necessary, the installation of a new system, for the Board’s consideration.

Tree pruning: The Board approved $5,000 for the pruning by JP McHale of the most needed trees located in the front of the South end, to be followed by further pruning in the back and in the North end in the spring of next year.

Road maintenance: As a first step in maintaining Brookridge Road, the Board approved $56,000 for replacing the current concrete curbs with Belgian blocks, as well as installing Belgian blocks along the curb line of all driveways that do not already have such curbing. This work is scheduled to begin after Labor Day. This is the first stage of the re-paving of the roads.

The contractor, DeRosa Paving has also offered to repave individual driveways at a cost of $900 (add a 2” top layer), to replace a driveway at a cost of $1500 and to add a stone apron at a cost of $900. These prices are approximate. Anyone interested in having this work done should contact Tom Pallman.

Gutter maintenance: Homeowners are advised that gutters will be cleaned once a year in the fall at no expense to Homeowners. Any other cleaning during the year is the responsibility of each Homeowner.

Other maintenance issues: Safe guards in front of several sewers will be fixed.

The Board was successful in getting a Homeowner to bring the repair to his roof into conformity.

Following up on several complaints about outside paint peeling, an insufficient number of such complaints make it impractical to ask the Francisco Painting Co. to repair these. The Board suggests for Homeowners to do minor paint touchups on their own by taking a small paint chip and have it matched at a paint store.

Suggestions by Homeowners Barbara Moran and Sandra Edlitz respectively to replace the current street lights with more attractive lamps and having benches installed at each of the two circles were discussed briefly. Cost estimates will be explored for consideration at the next Board meeting.

Speed restrictions: After several complaints about near accidents at the Brookrldge entrance area, the Board approved the installation of two additional speed-bumps in front of the swimming pool area to slow down, speeding drivers from the north end cutting the corner. Also, a white center line will be painted on the road to guide drivers.

The installation of a traffic-camera to identify speeding drivers was considered but rejected.

Annual pool party: This is a reminder that the annual Brookridge pool party is scheduled for Saturday, September 4th, or September 5th in case of rain. Sandwiches and soft drinks will be available, compliments of the Brookridge HOA. The pool party will be arranged through the efforts of Arthur and Barbara Balik and several other Homeowners. All Homeowners are encouraged to come. It’s a great opportunity to meet and chat with your neighbors. Please call Tom Pallman if you intend to attend.

On the day of the party, volunteers are sought to help pick up garbage (discarded soft drink cans and such) inside and outside of the Brookridge area. Volunteers please meet at 11 AM at the pool for gloves and trash bags.

The meeting was adjourned at 9:40 PM. The next Board meeting will be on September 13th at the home of Carolyn Levy, unit #4.
