Minutes of the HOA Board of Directors Meeting, April 26th, 2011

Present: Carole Princer Levy, Carolyn Levy, Paul Spindel, Enrique Teuscher, Herb Meyers and Tom Pallman of Stillman Management. Also present: Ted Waxman, Unit #45, Audrey Gerstein, Unit #42, and Steven Lesser of Stark & Stark, Attorneys at Law,
The meeting was held at the home of Enrique Teuscher. Board President Carole Princer Levy called the meeting to order at 7:30 PM. The following issues were discussed:
Minutes: The Minutes of the Board of Directors meeting of March 29th, 2011 were unanimously approved and posted.
Budget: The HOA budget and financial report were discussed. Paul Spindel reported that the Brookridge HOA accounts are currently on budget, assuming no unexpected expenses in connection with landscaping and work on the swimming pool. A small deficit will be made up by not hiring of a pool attendant this summer
The closing accounts as of March 31st, 2011, were as follows:
Cash account: $27,569.37
Capital account: $186,704.84
Unit #16: The issue of how to deal with the continuing non-payment of maintenance fees, late payment fees and legal fees by the Homeowner of Unit #16 was discussed at length with attorney Ted Waxman and guest attorney Steven Lesser. Having received no response from the Homeowner, the Board has directed that the matter be turned over to the HOA attorney in order to take legal action against the Homeowner and the unit.
Driveways: Homeowner, Audrey Gerstein of Unit #42, who attended the meeting, discussed her concern regarding the expenses for her driveway repairs and the appearance of driveways throughout the Brookridge community.
As a result of this discussion, the Board decided to raise the issue at the upcoming HOA Annual meeting whether consistent driveway appearance should be required and financed by individual Homeowners or whether it should be the responsibility of HOA. The latter would require raising the monthly maintenance.
Road paving: Weather permitting, the re-paving of all roads within the Brookridge community by DaRosa Sports Construction will take place on Wednesday, May 4th between the hours of 7:30 AM and 5:30 PM, starting at the lower circle and continue to the upper circle throughout the day. Printed and e-mailed instructions as to the movement and parking of vehicles during that day have been distributed to all Homeowners.
Landscaping: Updating of landscaping issues at the upper end of Brookridge by Ron Vitti Turf & Landscaping, Inc. will continue, including cleaning and replacing trees, plants and bushes within the approved budget.
Pool: The pool will officially open on Memorial Day. In order to balance the HOA budget, the Board decided not to hire a pool attendant for this season. However, frequent pool users who would like to volunteer to check chlorine readings will be appreciated. To be one of these volunteers, please contact Paul Spindel at Unit #1.
New wooden garbage cans at the pool entrance and new planters at the Gazebo are on order. Notice of rules and regulations regarding pool usage will be mailed shortly to all Homeowners. Please remember: A charge of $50 will be required from Homeowners who desire a personal key to the pool.
Brookridge Gardens: An 8‘ X 12‘ plot of land behind the tennis court has been staked out by Paul Spindel for use as a flower and/or vegetable garden. Enrique Teuscher of Unit #43 has volunteered to be the “head farmer”. Homeowners are encouraged to participate by selecting what they would like to plant, sharing the work, expenses, and reaping their harvest to make Brookridge Gardens a successful and attractive venture. (Any one interested please call Enrique at 576-1318.).
Welcome Booklet: A new “Homeowner’s Handbook”, welcoming new HOA Homeowners to Brookridge, has been created, thanks to the initiative of HOA President Carole Princer Levy.
In addition to a personal welcoming letter, the booklet will inform new Homeowners about the Board of Directors, Stillman Management and emergency services, as well as rules and regulations regarding garbage collection and recycling.
HOA Annual Meeting: The Brookridge Homeowners Association Annual Meeting for 2011 has been scheduled for June 15th, at 7:30 PM at the Bonnie Briar Country Club, courtesy of Ralph Binder, Unit #11. Bonnie Briar is located on Weaver Street in Larchmont, a short distance from Brookridge.
There will be three openings on the HOA Board of Directors. While current Board members are eligible for re-election, anyone who would like to serve on the Board is welcome to bring this to the attention of Tom Pallman of Stillman Management by submitting a brief resume, stating their personal and professional qualifications.
Resumes should be mailed or e-mailed to Tom Pallman no later than Friday, June 10th, and will be distributed prior to or during the Annual Meeting.
