MINUTES OF A MEETING

OF THE

BOARD OF DIRECTORS OF THE BROOKRIDGE HOA, INC.

Call to order at 7:36 PM.

A meeting of the Board of Directors of Brookridge Homeowners Association, Inc. (“HOA”) was held on April 10, 2018 at the home of Jeff Adler (Unit 29). Present at the meeting were: Carole Princer Levy, Paul Spindel, Monica Teuscher, Barbara Schiff and Jeff Adler - all of whom are Directors constituting a quorum. Also present was Tom Pallman from Stillman Management & Leslie Molinoff from the Condo Conversion sub-committee.

Carole Princer Levy acted as Chair of the meeting. Jeff Adler acted as Secretary.

Condominium Conversion report:

Leslie reports that:

(A). Mr. Ralph Elefante (Brookridge HOA’s Attorney for this conversion) reported that the NYS Attorney General’s office has not (as of April 10th) approved our condominium conversion.

(B). All Declaration/By-Laws conversion documents have been sent to both State Attorney General and New Rochelle Assessor’s offices. Mr. Elefante is hopeful that this review will be completed by April 30th.

(C). Assessor’s Report is still pending from the city of New Rochelle. The New Rochelle Assessor must approve before the conversion is finalized

(D). Ralph Elefante and Leslie Mollinoff should be contacted by any homeowner that is expecting to close on a sale of their unit before April 30, 2018.

Leslie left the meeting at 8:10 PM.

[Note: On Thursday April 12th Mr. Elefanlte reported "I am pleased to announce that New Rochelle has signed the floor plans and I expect to be picking the originals up today. I will be filing them with the County along with the new Condo Declaration and Bylaws either tomorrow or - more likely - next week; but well ahead of the April 30th deadline."]

There may be a few other issues that need to be resolved before we actually see a reduction in our property taxes, but we are now well underway.

Regular Board Business:

Minutes of the March Board meeting have been approved and posted.

Paul Spindel, Treasurer, reported on the bank balances as of April 10, 2018.

The operating account balance was $ 43,427.79

The capital reserve account was $206,288.45

CDs from capital reserve account $250,000.00

Total in Reserve: $499,716.24

Paul reported that the HOA is still currently running a small surplus (approximately $6,300.00). This is due to money savings on water bills being less than previously budgeted. However, due to a short-fall in collected common charges plus increased snow and tree removal costs, as well as the cost of roof repairs much of our surplus will be depleted. This will reduce funds for spring planting/landscaping.

Arrears report:

(A). Unit # 6: This Unit is $25,939.65 in arrears as of March 30, 2018. Wells Fargo Bank holds the mortgage on this property and has just begun a foreclosure action.

(B). Unit # 16: has been sent a letter stating that (as of April 10th) they owe $2,205.00 in unpaid common and parking charges. They have been notified that they must become current or this matter will be referred to our legal counsel for collection.

The Board also discussed:

(1). A number of complaints on improper parking in common areas that have reached the Board. All homeowners are reminded not to park in common parking spots without first receiving Board approval. Please be good neighbors.

(2). Stillman received two estimates for repairing the lamp post lights that are out (or dim) around the complex (near Units 15, 19 & 23). The best of the estimates was from Pace Electric. Replacing and repair should start during the week of April 16th.

(3). The Board continues to explore the repair of phone lines and a possible camera installation for the front gate. Tom reports that this phone line was shut down (on purpose) by Verizon. The Board has previously approved $2,598.00 to replace the keypad at the front gate. This will be accomplished once Verizon repairs the phone lines.

(4). Speed bumps will be reinstalled this month and removed in the beginning of November. The Board will attempt to install all speed bumps so they are between units and not directly behind a driveway.

(5). The Board is looking for a contractor to paint permanent Pickleball lines on the tennis court this season.

(6). The Board has approved a CertaPro proposal to come to our complex in June for painting “touch-ups”. Our agreement does not include repair work on any wood structure. If a unit needs wood work a separate approval and cost to be paid by the owner will be needed. Homeowners should contact Tom at Stillman Management for any work they think is needed.

(7). Please report any damaged trees to the Board so they can be evaluated by Ron Vitti. His evaluation will determine if a tree needs to be removed. Trees on common property are the Association’s responsibility. Trees within a unit’s property line are the individual homeowner’s responsibility.

(8). May is approaching and our communal garden will be opening for the season. Please contact Monica Teuscher if you are interested in planting or working in the garden.

(9). Our pool will open for the season in May. We need volunteers to serve on the Pool Committee. All interested please contact the Board.

The next meeting of the Board will be will be Tuesday May 8 @ 7:30PM at Barbara Schiff’s home (Unit #: 8).

The annual community meeting will be held June 19th at Bonnie Briar Country Club. Unit owners are urged to save the date

There being no further business before the Board, upon motion made and duly seconded the meeting was adjourned at 8:30 PM.
