MINUTES OF A REGULAR MEETING
OF
THE BOARD OF DIRECTORS
OF
BROOK RIDGE HOMEOWNERS ASSOCIATION, INC.
A Regular Meeting of the Board of Directors of Brook Ridge Homeowners Association, Inc. (the “HOA”) was held on Thursday, July 12, 2012 at 7:30 p.m. at the home of Carolyn Levy.
There were present at the meeting: Carole Princer Levy, Carolyn Levy, Don Perl, Paul Spindel and Ted Waksman, constituting all of the directors of the HOA and, therefore, a quorum. Also present was Tom Pallman of Stillman Management, Inc., Elliot Jacobs, Audrey Gerstein and Steve Berkowitz.
Carole Princer Levy acted as Chair of the meeting and Ted Waksman acted as Secretary thereof.
Elliot Jacobs, a member of the special committee designated to consider re-siding the community, reported that the committee has been advised by Capital One Bank that it would consider making a 10-year unsecured loan to the HOA to finance a siding project at a 4.75-5.10% interest rate. The Board has previously received bids for re-siding in the range of $1,045,000 to $1,200,000. There was a general discussion of the painting v. siding issue and whether the HOA should borrow money for the project. Dr. Jacobs will ask the Bank whether it would make individual loans to Homeowners. It was agreed that a Homeowners meeting would be held on Thursday, August 2, 2012 at 8:00 at the home of Dr. Jacobs. Prior to the meeting a letter will be sent to Homeowners with information, including as to cost and color choices, for painting and siding. A vote would be taken at that meeting on this issue. The vote of at least 30 of the 44 Homeowners would be required to authorize re-siding. Mr. Berkowitz presented to the Board a letter from 15 Homeowners stating their opposition to re-siding. Subsequent to the meeting, however, Dr. Jacobs advised the Board that the special committee was abandoning its efforts re siding and that arrangements for painting should be made. Accordingly, there will be no Homeowners meeting on August 2, 2012 and the HOA will proceed with the painting project.
Mr. Berkowitz also reported to the Board concerning use of the pool by guests and non-residents and dogs on the tennis court. The Board adopted a policy statement as to use of the pool and dogs. A copy of such statement is attached to the minutes and will be sent to Homeowners.
Messrs. Jacobs and Berkowitz and Ms. Gerstein then left the meeting.
Mr. Perl gave a financial report and update on the 2012 results and projected 2012 budget. June results were on budget. Barring any unexpected charges the Operating Account and Capital Account balances are on budget. As of June 30, 2012 the balances of the Operating Account and Capital Account are $33,240 and $196,467, respectively. A copy of the June expenditures report is attached to the minutes.
The Board then discussed the status of the unpaid maintenance charges by Misa Brim, the owner of Unit No. 16, and the additional actions to be taken and considered by the HOA with respect thereto.

There being no further business to come before the meeting, upon motion duly made, seconded and unanimously carried, the meeting was adjourned.

POOL Issue
The Board has received several complaints about residents and/or their children having parties or entertaining large groups of friends at the pool. Complaints include the use of alcohol, bringing in glass bottles and containers, and playing loud music and monopolizing the pool.
Please remind your children and their friends that this is a community pool. Smoking, drinking, glass, loud music and “horse play” are not allowed. In no case should a group activity inhibit other homeowners from using the pool,
If you wish to hold a party you must ask permission of the Board.
DOG WALKING
Please keep your dog on the street and off the tennis court and circles. Owners must walk their dogs on a leash, pick up waste and dispose of it in their own home. Use of storm sewers and/or the community trash receptacle is NOT allowed
