MINUTES OF ANNUAL MEETING
OF THE BROOKRIDGE HOA, INC.
The annual meeting of the Brookridge Homeowners Association, Inc. (“HOA”) was held on June 12, 2018 at the Westchester Jewish Community Center. Board Member Directors present at the meeting were: Carole Princer Levy, President, Paul Spindel, VP & Treasurer, Barbara Schiff, Monica Teuscher, and Jeff Adler. Also present was Tom Pallman & Jeff Stillman of Stillman Management, Inc.and Bill Sultzer, Esq. of Griffin, Coogan, Sulzer & Horgan, P.C. + Ralph Ellefante, Esq. (representing the HOA in Condo conversion) of Elefante & Persanis, LLP.
As determined by Stillman Management there were enough homeowners present to constitute a quorum. Carole Princer Levy acted as Chair of the meeting. Jeff Adler acted as Secretary.
Call to order at 7:38 p.m.
Minutes of the prior Board meeting have been approved and posted. President Carole Princer Levy introduced all Board Members and introduced new members of the community present at this meeting. President Levy gave out the email address of the Brookridge HOA website (https://sites.google.com/site/brookridgehoa/Home) for notices, minutes of Board of Directors meetings etc. President Levy next discussed the State of the HOA declaring it another good year.
President’s report:
(1). Increased expenditures this year due to snow removal and wind damage,
(2) $26,000.00 owed in Maintenance fees from Unit 6. The long-standing issues with Unit 6 (Devarieux) included the Board’s & Wells Fargo Bank’s (so far) unsuccessful attempts to secure a lien against the property. This has been denied by the courts until an executor is named for the estate of the deceased homeowner.
(3). Painting of permanent Pickleball lines on tennis court accomplished this Spring
(4). Changed street lights
(5). Repaired pool and tennis court door locks
(6). Speed bumps were put back on roads
(7). Parents were encouraged to watch children at the pool to make sure safety is paramount
Financial report by Treasurer Paul Spindel:
(1). Last 3 years on budget but this year due to costs of snow removal and repairs from wind damage we may go over by a few thousand dollars.
(2). $475,000.00 in Capital Fund
Landscaping, pool & misc. report by Barbara & Monica:
(1). $1,500.00 expenditure to repair storm damage to plantings.
(2). Our organic garden is now open for planting please contact Monica for details.
(3). Our pool has been open since the end of May and homeowners are reminded to clean-up after themselves and their children and all are reminded that there is no lifeguard on duty so we swim at our own risk.
(4). Our annual pool party will be held on September 8th (rain date Sept. 9th) 4-6PM. Interested helpers please contact Monica or Leslie.
Conversion report (by Mr. Ellefante): Homeowners were brought up to date
(1). HOA has now been converted to a Condominium in April 2018
(2). NYS Attorney General’s office has not yet given our condominium conversion a “No Action” Letter as of June 12th from Assistant AG Constance Lisperitis
(3). Because of the lack of the “No Action” letter the New Rochelle Tax Accessor (Dan Whitimore) is keeping our tax assessment for 2018 at the same rate as 2017. Mr. Whitimore has told Mr. Ellefante that to change this assessment for 2018 we will have to “grieve” this assessment
(4). Mr. Elefante feels the “No Action’ letter will be released by the Assistant AG after June 21st. However, if we don’t grieve our 2018 taxes by June 19th we will give up the right to protest tax year 2018.
Tax grievance report (by Bill Sultzer, Esq) : Mr. Sultzer discussed the logistics of “grieving”
our tax assessment for 2018.He feels our Condominium home owners should receive a 1/3
reduction in property taxes for 2018. Mr. Sultzer will take our grievance on consignment if no tax
reduction occurs then Mr. Sultzer will not be paid. If our taxes are reduced then Mr. Sultzer’s firm
will receive 33 1/3% of this reduction.
The Board asks for a sense of the community. proposed: whether Brookridge Condominium
should grieve 2018 taxes. By a voice vote of the community this is approved unanimously.
Election of Officers of the Board: 2 of the 5 Officers terms are expiring at this meeting: Carol Princer Levy & Monica Teuscher.
Both were nominated from the floor. Inspectors of the election were designated as Stillman Management
(appointed and seconded to serve as election referee and to count the votes).
The rules of the election for the 2 open Director positions are: each unit receives one vote per candidate.
Carole and Monica are re-elected by acclimation.
The Board wishes to thank Leslie Molinoff (head of Condo conversion subcommittee) for her community spirit & all her
hard work and we invite her to continue participating closely with the Board in the coming months.
. New Business:
(1). Request for a basketball backboard and hoop to be placed on the tennis court is raised and the Board, after having previously taken this under advisement, has decided to deny this request..
There being no further business before the board, upon motion made and duly seconded, the meeting was adjourned at 9:15 PM.
