MINUTES OF A MEETING

of the

BOARD OF DIRECTORS OF BROOKRIDGE HOA, INC.

A meeting of the Board of Directors of Brookridge Homeowners Association, Inc. (“HOA”) was held on May 17, 2016 at the home of Barbara Schiff. Present at the meeting were Carole Princer Levy, Paul Spindel, Barbara Schiff, Monica Teuscher and Jeff Adler, all of whom are Directors, constituting a quorum. Also present was Tom Pallman of Stillman Management, Inc.

Carole Princer Levy acted as Chair of the meeting. Jeff Adler acted as Secretary.

Call to order at 7:36 PM.

Minutes of the April meeting have been approved and posted.

Paul Spindel, Treasurer and Tom Pallman, reported on the budget as of April 30, 2016.

The checking account was $ 16,547.00

The capital reserve account was $329,688.00

Paul is presently projecting a slight surplus for 2016. However, this surplus will be wiped out due to Units 6 & 16 refusing to pay Common Charges. The Board has instituted legal actions in New Rochelle Courts to attempt to collect these arrears. A hearing with Unit #6 is scheduled for June 8th. The Board previously reached an agreement with Mr. Zazzarino, owner of Unit #16. This agreement was abrogated by.Mr.Zazzarino and the Board has turned collection over to our lawyers.

The Board will present a new Rule to the HOA at the Annual meeting requiring new Homeowners to post a refundable amount. The amount will cover start-up costs for joining the community (entering gate codes, clickers, keys to the pool etc.) as well as defraying the costs of recovering arrears, should the owner stop paying common charges. Any amount not used would be refunded to the Homeowner when the Unit is sold.

The Board reminds all members of the HOA that our Annual Meeting will be held in the social hall of the Scarsdale JCC (999 Wilmot Road) on Wednesday, June 15, 2016; starting at 7:30PM. The terms of two Board members, Carole Princer Levy and Monica Teuscher, are due to expire and are standing for re-election. Elections will be held at the Annual Meeting. If you are interested in standing for the Board, please contact Tom Pallman. All Homeowners who can’t attend the Meeting should fill out their Proxy ballots and return them to either a Board member or Tom Pallman before the Meeting. .

The Board next discussed Top Gun Seal Coatings plan for the roadways of Brookridge. Filling cracks on the roadway will begin next week, weather permitting. You will be able to drive over the cracks within an hour. Seal coating the roadway and driveways is delayed until warmer weather. Homeowners wishing to have their driveways sealed or repaired (black topped) should call Top Gun @ 914-769-3444 and leave a message for “JC”. Sealing a driveway will cost approximately $100. If there are questions regarding this procedure please contact Tom Pallman, our Property Manager at 914-760- 4827

The Board also discussed the following:

(1). The pool will open on weekends starting May 21. We need additional volunteers to take chlorine measurements during the week. The county requires measurements for pools that are open every day. Please call Paul or Monica if you are interested and available.

(2). We remind all Homeowners that they are responsible for their home as well as minor damage caused by service people in the community. Stillman Management can help bring complaints to the attention of service people, but the final resolution of an issue is the Homeowner’s responsibility. This is different from communities that are either a Condominium or a Co-op.

(3). CertaPro is still scheduled to start touch-up painting at Brookridge at the end of May. Homeowners who would like to have CertaPro repair or “touch-up” areas of their units should e-mail Tom Pallman so that he has a written record of areas that need attention.

(4). Paul and Jeff attended the 2nd meeting of the Association of New Rochelle Gated Communities regarding Suez Water charging private communities $2,200.00 more per fire hydrant than it charges the City of New Rochelle. The Board voted to join the other communities in a proposal to withhold the payment of these charges as an attempt to get the disparity in hydrant fees resolved. Fire prevention is a city responsibility. Jeff Adler was charged with contacting city management in an attempt to make sure our hydrants are inspected and functioning properly and to put them on notice regarding our issue with Suez Water.

There being no further business before the Board, upon motion made and duly seconded, the meeting was adjourned at 9:15 PM.
