MINUTESOF A MEETING OF THE

BOARDOF DIRECTORS OF THE BROOKRIDGE HOA, INC.

A meeting of the Board of Directors of Brookridge Homeowners Association,Inc. (“HOA”) was held on April 14, 2021on Paul Spindel’s deck. Present at themeeting were: Paul Spindel, President; Monica Teuscher, Vice President; LeslieMolinoff, Secretary; Paul Roberts,Treasurer and Ann Gittelman, Member at Large- all of whom are Directors constituting a quorum. Also present was TomPallman, Property Manager. Paul Spindel acted as Chair of the meeting andLeslie Molinoff took the minutes.

CALL TO ORDER AT 4:10 PM.

REGULAR BUSINESS:

Minutes of the Board Meeting heldon January 13, 2021 were approved and have been posted.

Paul Roberts reported on the bankbalances as of March 31, 2021:

NCB Operating account $34,980.91

NCB capital reserve account $118,475.90

Signature Bank Money Market acct #1893 $24,506.65

Signature Bank CD acct#8283 $380,233.28

Signature Bank CD acct #3372 $248,146.64

TOTAL FUNDS $806,343.38

PAINTING TOUCH-UPS:

Will be scheduled in May or June. As Certa Pro (our paintingcompany) begins work on each unit, they will be suggesting to each homeownerany wood repairs and/or replacements they see. The cost of those repairsand materials will be borne by the individual unit owner. If you have anyspecial concerns about the condition of your wood, please notify Tom Pallman attpallman@ferraramgmt.comand he will direct those concerns to Certa Pro. A full new paint job is beingconsidered for 2022 or 2023.

CHIPPED OR LOOSE BRICKS:

If you have any chipped or loose bricks on the front of your unit,please advise Tom Pallman (tpallman@ferraramgmt.com)a/s/a/p as brick repairs to our front entrance will begin shortly and Ron Vittiwill need to know how many bricks in total he will need to order. The cost ofany brick work done on an individual unit will be borne by that unit owner.

LANDSCAPING:

Landscaping work is underway. Ornamental grasses will beplanted on the perimeter of the property.

A perennial rock garden is still being considered for outside thepool fence at the base of the lawn beneath Unit #16.

Dead plants will be replaced as needed.

If you have any clippings from pruning in your individual gardens,please bag them in special gardening bags (sold at Home Depot, etc.) and leavethem out on Wednesday evenings. Vitti’s men will then take them away onThursdays. The sanitation workers do not take these bags.

CURB YOUR DOGS!

Despite continual reminders, there continues to be an issue withuncollected dog poop, especially in the lower circle and near the garden. PLEASE BE COURTEOUS TO YOUR NEIGHBORS. PICK UP AFTER YOUR DOG AND DISCARDTHE WASTE IN YOUR OWN TRASH CONTAINERS.

POOL:

Our pool permit has been filed. We plan to open the pool inMay. The County Health Department has advised that they will be using thesame guidelines for pool operation as they did last year. For clarity,please be advised that any rules we have put into effect for use of theBrookridge pool are dictated by the County Health Department. They arenot OUR rules, but we must be in compliance in order to keep the pool open.So, again this year,

1. liabilitywaivers will need to be signed

2. dailysign-in sheets will be maintained

3. maskswill be required in the pool area when not swimming,

4. onlyresidents will be permitted to enter the pool area, and

5. swimmerswill need to bring their own chairs.

THE COUNTY HEALTH DEPARTMENT HAS ADVISED THAT THEY WILL BECONFERRING WITH THE STATE HEALTH DEPARTMENT ON A REGULAR BASIS AND IF ANY STATEGUIDELINES CHANGE, WE WILL BE INFORMED AND WE WILL ADJUST ACCORDINGLY.

TENNIS/PICKLEBALL COURT:

There is a weekly reservation sign-up sheet on the entrance gateto the court. Please make all reservations there. If you have anyquestion regarding reservations or other tennis court protocols, please contactAnn Gittelman at anngitt@optonline.net or text her at914-319-3081. Players are responsiblefor collecting their stray tennis balls both inside and outside of thecourt. PLEASE BE COURTEOUS AND FOLLOW THESE GUIDELINES.

COMMUNITY GARDEN:

It’s almost time to start our spring planting! If you areinterested in helping to prepare the soil, and especially WEEDING and WATERING,please contact Monica Teuscher at mteuscher@gmail.com.

SPEED BUMPS:

Will be installed shortly.

FRONT ENTRANCE GATE:

The Board is looking into a new vendor to service the gate and isgathering proposals now.

CONDO CONVERSION:

GOOD NEWS! The NYS Attorney General’s Office has finallyapproved our Offering Plan and has granted us condominium status.

The next step is for our grievance attorney, William Sulzer, togrieve our taxes with the New Rochelle Tax Assessor. He is prepared tomove forward with that on or about May 1st. His opinion isthat grieving our taxes for 2021 will be relatively straight-forward (unlessthe tax assessor throws some other monkey wrench into the mix). However,he anticipates that getting the retroactive reduction (for 2018-2020,2018 being the year we filed for and received condo status by WestchesterCountry) will be more complicated and take longer. He will keep usapprised of all developments.

Although we are one step closer to getting our tax rate changedthe City has yet to agree to tax us as a condo community.

PLEASE BE AWARE THAT IN THE NEXT FEW DAYS YOU WILL BE RECEIVING ANE-MAIL NOTICE OF A SPECIAL MEETING OF THE COMMUNITY TO RATIFY THE OFFERING PLAN(referenced above).

THE NOTICE WILL INCLUDE A COPY OF THE OFFERING PLAN AND ARATIFICATION FORM. YOU CAN SIMPLY SIGN AND RETURN THE RATIFICATION FORMAND THUS NOT NEED TO ATTEND THE SPECIAL MEETING, THE ONLY PURPOSE OF WHICH ISRATIFICATION OF THE PLAN. WE WILL ADVISE IF THE MEETING WILL BE IN PERSONOR BY VIDEO CONFERENCE. ALL THOSE WHO DO NOT USE EMAIL WILL RECEIVE HARDCOPIES OF THE PLAN AND RATIFICATION FORM WITH INSTRUCTIONS.

PETER CLARK CONCERTS:

Our concerts have been ongoing weekly (weather permitting)bringing great joy and entertainment to the community. MAKE SURE YOU KEEPCHECKING YOUR EMAIL FOR NOTICE OF THE NEXT CONCERT.

DRYER VENTS:

Andi Stix has graciously suggested that she would take the namesof any homeowner who would like to participate in a group rate for dryer ventcleaning. If anyone is interested, please contact Andi directly at andistix@gmail.com.

POTENTIAL FUTURE PROJECTS:

Some long-term projects the Board is considering are newmailboxes, repaving or re-sealing the streets, and replacing our streetlights. If you have any suggestions regarding these or any otherprojects, please feel free to email Tom Pallman at tpallman@ferraramngmt.com.

ANNUAL MEETING:

This year’s annual meeting will be held on June 30th at5:30 at the lower circle. Mark your calendars! Three members of theBoard are up for re-election: Paul Spindel, Leslie Molinoff and PaulRoberts. If anyone is interested in standing for the Board, pleasecontact Tom Pallman at tpallman@ferraramngmt.com.More details about the annual meeting will be shared in the coming weeks.

The next Board meeting will be held May 12th at 4 PM in person onLeslie’s deck (weather permitting) or by video conference call.

There being no further business before the Board, upon motionmade and duly seconded, the meeting was adjourned at 5:35 P.M.
