The Beaufort scale is a measure of perceived wind strength. In times gone by this would have been an important measure for sailors.
Beaufort didn't really invent something new here; rather, he eventually succeeded in getting others to adopt it as a standard when there was no existing standard.
The times have changed and now standard units for speed (m/s & km/h) are used now
