Veteran's Entitlement Tax

Normally, I shy away from the term entitlement. Here, I will make an exception. My fund, paid for from import tariffs, will be an unconditional distribution fund (distributing all revenues on a monthly basis) paying out to all veterans equally, regardless of their discharge status.

• Honorably discharged, you're covered
• Less than honorably discharged, you're covered
• Dishonorably discharged, you're covered
• Convicted of black market trading, you're covered
• Convicted of working for Hydra, you're covered
• Convicted of selling a nuclear weapon to SPECTRE, you're covered

In other words. there should be a bare minimum benefit paid to veterans as a right, not as a reward for good behavior. That is, just because they are veterans
