A peaceful settlement to the Korean War

Negotiations with the North Korean dictatorship are going nowhere and I think I know why. North Korea's Kim Jong-un's greatest motivator is the fate of Libyan dictator Muammar Gaddafi. After a popular revolution (yes, they aren't all staged by intelligence services) Gaddafi was caught like rat in a drain, humiliated and shot | Reuters. How about we offer a peaceful escape. How's about we offer him the one thing that he doesn't have, a retirement plan.

I propose that the United States offer to relocate Kim Jong-un, the core of his government and their families to an island city-state that we would build for him. The US owns several small islands, including a couple the Channel Islands (California) that are close enough to the US that we can keep a close watch over the North Korean dictator. I personally recommend Santa Cruz island

I propose that we create a refuge where the North Korean regime would feel safe. they would live in an island community that would allow them to live as self sufficiently as possible. They would be protected legally and physically by the US. They would even be allowed to keep their own self defense force. all this would be established by a treaty between North Korea and the United States.

Time table

  1. The US and North Korea would sign the treaty

  2. The US Senate would ratify the treaty (none of this would take effect before being ratified)

  3. The US would take possession of and pay for an island (as authorized by treaty)

  4. The US would build an island city capable of supporting 100K people in an independent city state as listed below.

  5. Representatives of a third party would inspect and approve of the new city state construction

  6. North Korea would surrender to South Korea

  7. The US and South Korea would occupy North Korea

  8. The US would evacuate the leadership of North Korea (and their families) to their new island home

  9. The US would pay off the North Korean dictatorship for their cooperation

The US would protect the North Korean dictatorship, both militarily and legally, as long as the North Korean Dictatorship continued to live in peace with their neighbors. Their representatives would maintain diplomatic immunity. The North Korean Dictatorship would maintain ownership of the island out to the low tide limit and an exclusion zone out to three miles.

Now, I know that this arrangement is unfair

  1. America is paying for the retirement of a ruthless dictator

  2. North Korea's millions of victims will never see justice

  3. We will have a ruthless dictator off our coast

  4. The cost of reintegrating North Korea into South Korea will be enormous

However, I believe that all of this cost will be worth peacefully separating a power mad paranoid dictator from his nuclear weapons and defusing the most explosive border dispute in the world
