Legalize Earmarks

As long as the American congress controls government spending, they will spend tax money where they believe it will do the most good, and for a certain segment of the budget, that means in their district. Why don't we accept this fact and create an allowance for each congressman to spend on programs in his/her district. Legalized earmarks means no more finger pointing or deal making.

Ground Rules

For the purpose of earmark distribution, the President and the Vice President will be counted as members of the United States Senate and get to spend their earmarks on federal governmental programs in the US. The mayor of Washington DC will counted as both senators and receive two earmarks. Earmarks will work as congressional gift cards. You can fund government projects as you see fit within your own district and other people in congress can spend their earmarks in their own district.
