New York City has a budgetary problem. People use their services but don't pay for them. Office workers commute to work and demand transportation and police and fire protection. They demand sanitation. They contribute to poverty by driving up the prices beyond the point where working people can't afford their own room and board. However, the commuting office workers ride home without paying local taxes. This hits Manhattan Island particularly hard

We could use the ultimate private sector solution. New York could convert Manhattan Island Into a theme park. People who visit could purchase a weekly pass. Commuters could buy a monthly pass. Underpaid workers could be hired on as cast members. Everything that contributes to the character and desirability would be supported by the island pass fees as an amenity or promotional expense. People visiting Manhattan Island would have to pay the city what that experience is worth. If not, they can stay out
