US National Lottery
Give the desperate and poor an even break
A couple facts the US has to live with: People love to play the lottery. Government bans on gambling has never stopped lotteries (numbers racket ). People who pay the most towards lotteries are the poor and desperate. States are taking half of the money from lottery players. State lotteries are contributing to poor people getting the short end of the stick
In order to make the the best of this reality, the federal government will create a national lottery that's devoted to just giving desperate people prizes. The purpose of this lottery is that everyone who buys a national lottery ticket will have a chance to dig themselves out of their hole. The federal government will, to the best of its ability, give the poor and desperate a fair shake
Ground Rules
Overhead will be limited to 5% (many states reach this goal)
All other funds will be returned as prizes (no revenue)
No prize will leave anyone high and dry: every prize will be for life
Prizes will be exempt from federal income tax (You keep your prize)
If the return on the tickets ever exceeds more than one dollar per dollar spent on the lottery's tickets, rich investors will buy lots of tickets and scoop up all the prizes.
Therefore, the National Lottery shall not roll over prize money to the next lottery and will award all prize money regardless of the ticket results
It will still be a ripoff. however, it will be less of a ripoff than the state lotteries
America cannot forbid states from running lotteries that prey on the poor and the desperate. However, the federal government can give people an alternative.
