Senate proportional voting

It's interesting how every state has two senators, but only represent one party. For most states, they might as well elect one senator and clone them. What if senators represented both parties. I know, that would be spit 50-50, no matter what people voted. Intead, we could give each of the top two candidates a proportion of the vote that they received

for example: If the top candidate for senate received 60% and the challenger received 40%, the two votes for that state would be split 1.2 and 0.8. Both parties would be represented and most of the votes would be counted. I know that I want multiple parties, but we have too many senators as it is
