Counties as congressional districts

There is a key assumption that drives congressional districts. Every representative ‘s vote counts the same. What if each representative’s vote was weighted by their district’s population. Then, the possibilities for districts would expand greatly. How about if we used our counties (or county equivalent) as congressional districts. That 3,142 districts. They're predrawn. They're permanent. There's nothing left to fight over. Since the representative's vote would be proportional to the population of their district, there would never be a reason to redraw their boundaries.

That means a new building for the house of representatives. I don't know where that would go. That's the least of our problems.

Problems

Our counties are mostly single party districts. This plan would also be the gold standard of packing. The House would magnify the very extreme ends of the political spectrum. Non partisan elections might help, but I'm not giving any guarantees.
