Block Grant America

What if Americans got a single bill for all of their taxes. That bill would include: national, state, county and city. What would be the reaction. I would love to find out. Let's put the Federal Government in charge of collecting taxes. The feds will be required to give block grants to all the lower levels of government. Then people would be taxed on a monthly basis and receive a monthly receipt for all the money that the US government charged them for taxes.

Ground Rules

  1. The federal government would collect taxes from all residents each month

  2. The federal government would pay out fixed portions of the taxes as constitutionally mandated block grants

  3. Payments would be a fraction of national tax receipts times an area's fraction of the national population

  4. The initial payments would be 25% for the federal government, 25% for states, 25% for counties and 25% for cities

  5. The initial fraction for states, counties and cities could be changed by an act of congress before the first payment

  6. Any subsequent changes in the fraction of payments would require a ninety day public notice

  7. Punitive charges, including but not limited to, user fees and fines and interest and penalties would be limited to ten percent of a government's total block grants

  8. All territories under US jurisdiction could be taxed

  9. City block grants for unincorporated land would be paid to their county or county equivalent

  10. City and county block grants for land not in a state would be paid to their territory or district

  11. DC would be paid like it was a state and a county and a city
