Federal Flood Insurance

I'll be blunt

Federal flood insurance encourages people to live and build in areas that flood. Without Federal Flood Insurance, people would be not have this perverse incentive to build and live in flood prone areas. We have to give up the very idea of rebuilding after a flood. Instead, let's just buy people out. If someone wants aid after a flood, we buy up their property at full value, bulldoze the building and restore the land to an empty field.

P.S. This buyout program excludes all buildings starting construction after the passage of this bill
