For the braise
2 tablespoon oil
2 fennel bulbs
1/2 teaspoon salt
1 cup chopped shallots
1 cup chopped celery
1 ½ cup crushed tomatoes
2 cups red wine
2 bay leaves
1 teaspoon thyme
2 teaspoon salt
1 tablespoon sugar
Beef stock (to fill pot)
To reduce sauce
1 tablespoon Sugar
1 tablespoon Allspice powder
1 tablespoon Ginger powder
