Discover - Bug Fix | Title Request was Missing BDFL03 Locations

Fixed an issue with Byrider Direct locations not pulling results when searched within the Title Request functionality inside Discover. This fix also applies downstream to the Title Request Report and addresses the locations missing when searching.
