Cataloging One-Time-Only Serials

1. If URI already has a serial bibliographic record for the title, the one-time volume is added to our holdings.

If URI already has a serial bibliographic record for the title, but it is determined that only the current issue of the resource is of interest, then we should withdraw the serial record, throw out the old volumes, and catalog the new one-time volume as a monograph.

2. If URI does not already own the serial, or if there has been a title change, the one-time-volume is cataloged as a monograph.
