I use the e-activation task list for ebook cataloging. My workflow is nearly hands-free and requires very little of my time.
We do most of our single-title ebook ordering through GOBI and receive brief records for these orders. They are loaded via scheduled jobs into appropriate local electronic collections, lacking URLs and not activated. An e-activation task is created automatically during the load.
I use WorldShare Collection Manager for most of my ebook cataloging. The biggest providers (EBSCO, JSTOR, ProQuest, Elsevier) have integrations with WCM / OCLC / Alma so our holdings are set automatically by the provider. I do a little set-up in WCM and Alma to get the records generating and loading and I never have to look at them again.
For other providers (Oxford, Taylor & Francis, de Gruyter, SAGE, Wiley), I must select records one at a time. The records are generated by WCM and loaded into Alma via scheduled jobs. The portfolios update with the URL from the incoming record and are activated at that time.
I check the e-activation list weekly. I click the ellipsis for each entry. If the menu no longer has the Activate command, then I know the new full record has been loaded and I click Done, clearing it from the list. Usually a record has loaded after a month. If nothing has shown up by then, then some additional TLC is needed. This is maybe one title a month, on average, while the other 100+ take care of themselves.

I would handle an EBA the same way I do our current DDA program: regardless of the source of records you use for initial discovery, maintain a local electronic collection for Perpetual Access. When you select titles for purchase at the end of the term, move those portfolios into it.
If you use WorldShare Collection Manager, this process of maintaining local portfolios / collections can be fairly simple and almost hands-free. There are collections of high-quality records for your EBA Packages. There are several customizable collections of all Oxford ebooks. I use a couple of them to maintain records for our single-title purchases.

If your DDA program is with Ebook Central, EBSCO, JSTOR, perhaps others as well, AND you use OCLC WorldShare, all of your portfolio management can be automated. These providers all work with OCLC to update your holdings for each collection (DDA and Perpetual Access).

I have given my various collections distinctive names in WorldShare Collection Manager, AND, indicated that the contents should be delivered in a separate file from other collections. This let me implement the scheduled FTP import capability for everything from OCLC (300+ active collections). Below are screenshots of my setup from 1) WorldShare and 2) Alma.

Using Worldshare for ebooks (Elsevier, OECD, EBSCOhost, Knovel, World Bank, PQ Ebook Central, Duke), all are automated on daily schedule. Love!!
And yes, you need three profiles for every one collection. Takes a little time to set everything up, but worth it. Once it’s done, it’s like a crock-pot: fix it and forget it. Just monitor the imports, make sure nothing’s going sideways.
When I was first setting up the trios of profiles, I would do one (usually New), then just copy it a couple times and change the name and path for Updates and Deletes. And of course, change the settings for the Deletes (do not import, delete records).
I’ve since refined my technique, it’s about the same amount of work, but I don’t have to worry about forgetting to change settings for Deletes. I copy one of my other Delete profiles, then change the name and filename pattern and point the Inventory to the correct collection.
