ADOPTING SNOW REMOVAL POLICIES
WHEREAS, the City of Elgin does not have a snow removal policy governed by the Council,
WHEREAS, the City of Elgin Department of Public Works has engaged in snow removal operations under standard operating procedures,
RESOLVED, the City of Elgin adopts the following snow removal policies:
The City will perform snow and slush removal policies when conditions warrant.
The Department of Public Works is generally responsible for reviewing winter weather conditions and maintaining standard operating procedures for snow and slush removal operations.
The Director of Public Works has discretion to initiate snow and slush removal operations. The Public Works Director, City Administrator, Mayor, and Council President may discuss weather conditions and initiate snow and slush removal operations following a review of weather conditions. Snow and slush removal decisions must reflect weather conditions, financial constraints, and equipment conditions.
As authorized by Ordinance 3 (1984), the City Administrator has the power to enter into contracts and incur obligations necessary to combat winter weather emergencies.
Snow removal around mailboxes and driveways are not the City’s responsibility, but may be cleared as a courtesy as resources allow.
City employees must be served an on-call notice for snow removal operations availability 24 hours prior to the end of regular work week shifts. Employee safety and rest during the operation will reflect the City’s commitment to a safe working environment under Council policy and applicable law.
