CITY OF ELGIN, OREGON RESOLUTION 6 (2020)
A RESOLUTION DECLARING A STATE OF EMERGENCY FOR THE CITY OF ELGIN
WHEREAS, Governor Kate Brown, on March 8, 2020 declared a state of emergency due to the COVID-19 virus, finding that COVID-19 has created a threat to public health and safety, and constitutes a statewide emergency under ORS 401.025(1); AND
WHEREAS, The World Health Organization, on March 11, 2020, declared COVID-19 to be a pandemic that causes respiratory distress with the potential to cause serios illness and loss of life; AND
WHEREAS, The City of Elgin may require significant resources to provide for the health and safety of residents; AND
WHEREAS, The State of Oregon, pursuant to ORS 401.309(1), authorizes the governing body of Oregon cities and counties to declare a local state of emergency; AND
WHEREAS, The City of Elgin, authorizes the Mayor to declare a local state of emergency; AND
WHEREAS, The Mayor of the City of Elgin finds that conditions require a local state of emergency.
NOW THEREFORE BE IT RESOLVED THAT, The Elgin City Council has declared a state of emergency on behalf of the City of Elgin and will execute for and on behalf of the City of Elgin to allow the City Administrator, Public Works Director and Mayor.
The expenditure of emergency funds from all available sources, authorized to reallocate any city funds for emergency use, the invoking of mutual aid agreements, and the requesting of assistance from the County and State.
Standard procurement processes shall be suspended for any contract, purchase, or service necessary to provide for public health and safety.
This declaration is effective immediately and shall remain in effect until at least May 31, 2020, but may me extended as necessary.
