CITY OF ELGIN, OREGON RESOLUTION 1252 (2008)
A RESOLUTION OF THE CITY COUNCIL ESTABLISHING A WRITTEN PROGRAM FOR IDENTITY THEFT PREVENTION PROGRAM/RED FLAG RULES
WHEREAS: Federal Law requires “Utilities” to have a written program for “Identity Theft Prevention Program/Red Flag Rules”, and;
WHEREAS: The City of Elgin is a “Utility” required to have such a written program.
NOW THEREFORE BE IT RESOLVED:
That the City of Elgin hereby establishes an “Identity Theft Prevention Program/Red Flag Rules” written program as follows:
1) The City of Elgin maintains a utility billing system for its water and sewer service customers;
2) The customer database does not contain sensitive personal data such as social security numbers, driver license numbers, bank account numbers;
3) The customer data held by the City consists only of: name, residential address, mailing address and account balance;
4) Internet connections are protected by a 128 byte password;
5) Access to computers containing customer data are protected by log-in passwords;
6) The user with access to these computers is only the computer “Administrator”;
7) It is the policy of the City, not to retain within the “utility” customer database, any personal sensitive information.
