CITY OF ELGIN, OREGON RESOLUTION 1378 (2016)
A RESOLUTION OF SUPPORT BY THE ELGIN CITY COUNCIL SUPPORTING THE CONSTRUCTION OF A NEW STAMPEDE HALL
WHEREAS: The Elgin City Council considers community development and economic stability one of its top concerns; AND
WHEREAS: The Elgin Stampeders have hosted an annual rodeo event for seventy (70) years and is the single largest event held in Elgin and is therefore a major factor in the economic stability of the City and for its various organizations that earn money at this event; AND
WHEREAS: The Elgin Stampeders have documented a need for replacing their outdated main building for safety and liability reasons and have determined they cannot exist without such a facility; AND
WHEREAS: The Elgin City Council and Elgin Stampeders recognize that the Stampede Hall is a vital meeting place available to all of the Citizens of Elgin and organizations operating in Elgin, and its surrounding area for functions like, but not limited to;
The Future Farmers of America (FFA)
The Future Business Leaders of America (FBLA)
High School Sports Banquets
Funeral Receptions
Wedding Receptions
The Stampede Rodeo and Eastern Oregon University (EOU) College Rodeo
Incident Command Center for Forest Fires
Cycle Oregon
Relocation Site for Elgin School District Evacuation Plan
City of Elgin Clean Up Day Hosted by the Elgin Chamber of Commerce; AND
WHEREAS: The Elgin City Council also recognizes that the Stampede Hall is offered to the said organizations as a "Free-of-Charge" venue to host various fundraising events like, but not limited to;
Little League Baseball Rodeo Vending
Middle School Philadelphia Trip Rodeo Vending
Elgin High School Sports Programs, (Parking for the Rodeo, Litter Patrol After Shows, Breakfasts, ect)
Chamber of Commerce and Women's Service Club Rodeo Vending
Friends of the Opera House Rodeo Vending
Elgin Lions Club Light Parade and Chili Feed
Breast Cancer Awareness "Tough Enough to Wear Pink Night"; AND
WHEREAS: The Elgin City Council recognizes that all of these organizations and events would NOT be possible without the Stampede Hall and Stampede Grounds and the men and women that volunteer their time maintaining these facilities for the said organizations and events to take place; AND
WHEREAS: This replacement facillty can be accomplished though cooperative funding among residents, local governments, private foundations, and the Oregon State Legislature; NOW
NOW THEREFOR BE IT RESOLVED THAT: The Elgin City Council, representing the City of Elgin as a whole, supports this project and pledges to support it in any way possible to include items like the said resolution and in kind donations of various types.
