CITY OF ELGIN, OREGON RESOLUTION 1364 (2015)
A RESOLUTION ADDING A POSITION IN ADMINISTRATION TITLED CITY CLERK 1 AT 32 Hours PER/WEEK
WHEREAS: The City of Elgin City Council first hired a third position into the administration office in July of 2012, this position was to be temporary and not to exceed 20 hours a week, AND;
WHEREAS: The Elgin City Council felt this position was necessary in-order-to facilitate the training required of the City Recorder/Administrator in the new office software, BIAS, that had been purchased to serve as the city's primary all-in one software, AND;
WHEREAS: On March 11th, 2014 the employee holding this position was awarded a merit increase in wages as the probationary period of employment had been met and recognized as City Clerk/Recorder (receptionist) by unanimous vote, AND;
WHEREAS: On March 12th, 2014 a Personnel Action Form was signed by all parties involved authorizing the transition from temporary to part-time, and a change In job title from Clerk/Receptionist to Clerk/Administrator Assistant, and an increase in hours worked per week from 20 to 32, AND;
WHEREAS: On April 8th, 2014 during a work session the job description for Clerk/Administrator Assistant was created, AND;
WHEREAS: On June 10th, 2014 per City of Elgin, Oregon Resolution 1333 (2014) the position of City Clerk/Administrator Assistant was awarded another pay increase and recognized as a Regular Part-time position and passed unanimously, AND;
WHEREAS: The City Council of Elgin Oregon has doubled the meeting schedule for regular council meetings, as well as doubling water and sewer billings, as well as the City of Elgin lacks a Planning Commission placing all of these duties on the administration staff, thus justifying the need to make this a permanent position in order to keep up with the amount of information that must be processed through the administration office In-order-to keep this pace of operations.
NOW THEREFORE BE IT RESOLVED THAT: The Elgin City Council authorizes the addition of the City Clerk 1 position into the administration department at 32 hours per week permanently.
