CITY OF ELGIN, OREGON RESOLUTION 1385 (2016)
A RESOLUTION ESTABLISHING THE POSITIONS OF PARKS AND REC SUPERVISOR, FACILITY MAINTENANCE, HEAD LIFE GUARD, AND LIFE GUARD AS WELL AS JOB DESCRIPTIONS FOR SAID POSITIONS AND WAGE SCALES TO BE ADDED TO THE CITY OF ELGIN PERSONNEL POLICY HANDBOOK.
WHEREAS: The City of Elgin City Council and Elgin Parks and Rec Special District have employment needs that would be better met if both organizations worked together to fulfill those need; AND
WHEREAS: Alone, neither said organization could provide a reasonable job for one individual that would encourage longevity and commitment to the Community that both said organizations represent; AND
WHEREAS: The City of Elgin already has a management team in place that could oversee the day to day operations of both said organizations, it would benefit both to have these new positions fall under City of Elgin leadership and responsibility so long as this partnership is continued.
NOW THEREFORE BE IT RESOLVED THAT: The Elgin City Council authorizes the establishment of the positions of Parks and Rec Supervisor, Facility Maintenance, Head Life Guard, and Life Guard; AND
NOW THEREFORE BE IT RESOLVED THAT: The City Council of Elgin also recognizes the job descriptions produced by the City Recorder/Administrator as an accurate reflection of the scope of work that each position is required to perform and accepts these into City policy and to be used within the City Personnel Policy Manual; AND
NOW THEREFORE BE IT RESOLVED THAT: The City Council of Elgin also recommends that the additions of these new titles be placed and included in the City of Elgin Personnel Manual Pay Scale, adopted by this resolution, effective immediately.
There is attached hereto and made a part of hereof, a copy of the Signed Contract between both said entities, A job description for all said positions, and an updated Pay Scale reflecting the added positions.
