1342 Bid Process

CITY OF ELGIN, OREGON RESOLUTION 1342 (2014)

A RESOLUTION OF THE CITY COUNCIL ACTING AS THE CONTRACT REVIEW BOARD SETTING STANDARDS FOR BID PROCESS

WHEREAS: The City of Elgin, as a public agency, is authorized by the State of Oregon to enter into certain contracts to procure goods and services, and construction services; As Defined by Oregon Administrated Rules (OARs)

WHEREAS, The State of Oregon requires the City of Elgin to adopt rules of procedure of public contracts to procure goods and services, and construction services; 

WHEREAS: The City of Elgin Resolution 1069 adopts public contracting rules.  Section 4 (D) provides criteria whereby the Contract Review Board may set rules for exempting bidding requirements.

NOW THEREFORE BE IT RESOLVED, that the City of Elgin hereby adopts the following to supplement the rules of Resolution 1069 and delete resolution 1292 (2012) and replace with the follow:

• All contracted goods and services, and construction services shall be in accordance to OARs 137-046 (General Provisions Related to Public Contracting), 137-047(Public Procurements for Goods or Services) and 137-049 (General Provisions Related to Public Contracts for Construction Servicers).

• A Bid Specification and Plan Sheet(s) will be available for all work to be done.

• All general goods and services above $150,001 dollars and formal construction procurement jobs will be advertised locally and will be open for a minimum of two weeks. 

Contractors must meet these minimum pre-qualification requirements:

1. Current copy of Contractors License

2. Current copy of Contractors Bond

3. Current copy of Bid Bond 

4. A current copy of your certificate of Insurance (naming City of Elgin as additional insured) with a minimum of              $1,000,000.00 liability. 

5. Must meet Elgin’s Drug Free Work Requirements and be willing to submit to random drug testing at the                      Contractors expense. 

6. All bids must be accompanied by 3 letters of professional recommendation including contact information.

* Unbudgeted items must first go to Council before quotes will be authorized and Council shall, at that time, set the review process for the quotes received.
