CITY OF ELGIN, OREGON RESOLUTION 1357 (2015)
A RESOLUTION ADDING A POSITION IN PUBLIC WORKS TITLE WASTE WATER TREATMENT PLANT OPERATOR/LAB TECHNICIAN
WHEREAS: The Elgin City Council recognizes the rising demands set forth from DEQ every year and other government regulating entities, AND;
WHEREAS: The Elgin City Council in an effort to cut rising testing costs, wishes to install a position to enable the Public Works Department to do a majority of this testing in house, combating the $20,000/year and more testing budget the City is forced to maintain, AND;
WHEREAS: The Elgin City Council recognizes this new position and testing will provide accurate, real-time test data for water and waste-water as the samples will not be shipped out, as every second spent in transit allows for errors to accumulate, AND;
WHEREAS: In an effort to reduce City expenses, adding this position will actually reduce the overall expenses to the City of Elgin as there will no longer be a need for summer help, bulk lab fees, and postage fees, AND;
WHEREAS: The Elgin City Council wishes to provide the City of Elgin with additional sources of income and once the lab is established, would explore the possibility of providing lab work for other cities in the area, AND;
WHEREAS: The City of Elgin already employs a Public Works crew member with the necessary certifications and knowledge to operate the lab facility as well as keep the waste-water treatment plant operating at the highest caliber it can possibly be at.
NOW THEREFORE BE IT RESOLVED THAT: The Elgin City Council authorizes the addition of the Waste-Water Treatment Plant Operator/Lab Technician position within the Public Works department.
