CITY OF ELGIN, OREGON RESOLUTION 1236 (2007)
A RESOLUTION AMENDING THE CHARTER OF THE CITY OF ELGIN TO APPOINT THE RECORDER\ADMINISTRATOR
WHEREAS, The Common Council of the City of Elgin has determined to seek voter approval to amend the Charter of the City of Elgin, changing the Recorder\Administrator from an elected position to an appointed position, and;
WHEREAS, The changes proposed are considered to be in the best interests of the people of Elgin;
NOW THEREFOR BE IT RESOLVED THAT,
1) A special election is hereby called for the purpose of submitting to the qualified voters of the City the question of amending the Charter of the City of Elgin:
If approved by the voters, Chapter III, section 10 of the Charter shall be amended to read as follows: (wording added shown underlined, and wording deleted shown as strike-out)
SECTION 10: OTHER OFFICERS
Paragraph l. CITY RECORDER\ADMINISTRATOR. At each biennial general election a City Recorder\administrator shall be elected for a term of two (2) years.
Paragraph 2. OTHER OFFICES. Additional officers of the City may be a municipal judge, City Recorder\administrator and such other officers as the council deems necessary. Each of these officers shall be appointed and may be removed by a majority vote of the council. The Council may combine any two or more appointive city offices. The council may designate any appointive officer to supervise any other appointive officer except the municipal judge in the exercise of his\her judicial functions.
2) That the special election hereby called shall be held in the City on the 6th day of November 2007, by the County Election Officer;
3) That no later than September 6, 2007 the attached Notice of City Measure Election shall be delivered to the County Clerk of Union County for conduction of said election according to the applicable Oregon Revised Statues.
