Originally created in 10,000 BC, the Cybermen lived on Earth’s twin planet, Mondas. They originally weren’t robots, but they were humans that, piece by piece, replaced their organic parts with cybernetic parts. They had to replace themselves with artificial parts in order to survive after the planet drifted out of its orbit and into deep space, but eventually resorted to eliminating emotions as well, due to the pure horror of becoming a robot. They fitted the planet with a propulsion system and came back into the Solar System to destroy humans.
The Cybermen are robots because they have a brain, programming, actuators, sensors, a body, and behavior. The brain is a human brain, but like an artificial brain, it’s carried by the robot itself and makes decisions based on its programming; the programming tells the Cyberman to do certain things, like create more Cybermen or eliminate people; the actuators are organic, like human joints, but they allow for independent movement; the sensors helped the Cybermen to know that Mondas was inhabitable to humans, so they started replacing themselves with mechanical parts; the body is an actual, physical body; and the behavior is determined by the programming.
