.Introduction
Purpose
The Rights and Contributors System is used to manage GNM’s rights in its published content, and to manage payments to contributors who supply content.
In many respects RCS is configurable so that it remains flexible and easy to manage with reduced dependency on developer(s). This document identifies those configurable areas.
Scope
Most of the system’s configuration is summarised in this document, with more detail in the related technical specifications. However, some of the configuration detail is recorded in subject area documents: for example the WorldPay configuration parameters are detailed in the WorldPay interface technical specification as this is the most appropriate context for this.
This document is intended as a high-level document outlining the areas that are confurable in SLM. It is not a detailed functional specification from which the system could have been developed.
Separate Technical specifications document the implementation of these functions.

RCS is configurable in the following ways:
Configuration parameters
The parameters that can be configured are separated into logical areas. These are:
System parameters
Rights parameters
Commission parameters
Contracts parameters
Contributors parameters
Expenses parameters
Matching parameters
Accounts parameters
Interface parameters
File paths parameters
File extensions & MIME headers
Webserver parameters
Performance monitoring parameters
Email configuration
Countries and currencies
A list of countries, including their ISO codes and dialling codes, is maintained. This list was originally synchronised with Oracle EBS.
A list of territory groups is maintained, which can be linked to the countries.
Currencies are also maintained, including whether they are EU or non-EU as this is important when determining whether VAT is chargeable.
Exchange rates are also maintained between GBP and other currencies.
Domains, sections and departments
A list of GNM website domains is maintained.
A list of the sections of the website is maintained.
A list of editorial departments is maintained, including translations whereby one department is combined with another, and visibility whereby some departments can be supressed.
Calendar
A calendar is maintained as it is important to be able to identify working days and non-working days, thereby distinguishing bank holidays and weekends from normal working days.
Rates
Fee rates applicable to published content are maintained in RCS, for different periods of time, as follows:
Word count – a rate per 1000 words as agreed with the NUJ;
Picture stock rates – rates to be applied to bands of published area; and
Illustration rates – rates to be applied to bands of published area.
Audiovisual
To support the processing of audio-visual content the following reference data is maintained:
AV product statuses; and
Contributor roles.
Content processing rules
To support the automated matching and disregarding of content a number of sets of rules are maintained in the system, as follows:
Disregard reasons – this is the list of reasons to disregard content;
Images rules – rules that can be setup for each publication, each rule being based on one of these items of data:

Reference data
Finally, the following reference data is also maintained in RCS:
Copy in email addresses – for chart of accounts cost centres and products;
Screen names – these are displayed in the window title;
Query types – used when queries / problems are setup; and
Transaction types – types of transaction, applicable to all scheduled AP transactions.
